H-2B Certified Seasonal Employer Language Included in Draft House DHS Funding Bill

The House Homeland Security Appropriations Subcommittee has released draft text of its Fiscal Year 2027 Department of Homeland Security (DHS) funding bill, and the legislation includes Certified Seasonal Employer (CSE) H-2B cap relief language supported by the H-2B Workforce Coalition. FRA serves on the Coalition’s Steering Committee and has been actively engaged in efforts to advance the provision.

The inclusion of the CSE provision represents an important step forward for forestry employers and other seasonal industries that rely on the H-2B program to meet workforce needs. FRA has long advocated for reforms that provide greater certainty and predictability for employers seeking to hire seasonal workers.

Following consideration by the House Homeland Security Appropriations Subcommittee, the legislation will advance to the full House Appropriations Committee for markup on June 10.

FRA appreciates the leadership of congressional champions who have supported efforts to address longstanding challenges within the H-2B program and improve workforce access for seasonal employers.

FRA will continue to monitor the appropriations process and provide updates as the legislation advances.
