Welcome to FRA’s 2026 Legislative Fly-In, February 24–26, 2026

We’re glad you’re joining us in Washington, D.C., for this year’s Legislative Fly-In. This page serves as your go-to resource for schedules, policy priorities, and event details during your time on the Hill.

Our Fly-In will focus on two key policy areas: Transportation and Workforce. FRA-led legislation will anchor both discussions, including the Safe Routes Act under Transportation and the Jobs in the Woods Act and H-2B Visa Program under Workforce.

We’re honored to welcome Tom Schultz, Chief of the U.S. Forest Service, who will address FRA members on the afternoon of February 24. We’ll also hear from Leon Sequeira of Sequeira Bilby, who will provide updates on the H-2B issue, including the status of the supplemental visa release and potential options for cap relief in 2026.

The day will conclude with our reception and dinner at the Capitol Hill Club, featuring remarks from Congressman Tony Wied (R-WI-08), lead sponsor of the Safe Routes Act.
