Issue Update

The AG and Legal Workforce Act (H.R. 6417) which contains the H-2C provisions did not make the House Floor this week as hoped. Concerns regarding the provision to use the electronic employment verification system, E-Verify, has stalled the AG LW Act movement to the House floor. FRA and other allied groups will work to garner additional support for the legislation over the August Congressional recess.

Issue Update

Your FRA team has been busy this week whipping votes in support of Rep. Bob Goodlatte’s Ag and Legal Workforce Act (H.R. 6417). We have been working with a sense of urgency trying to recruit cosponsors for the bill to show House leadership that we have enough votes to pass the bill through the lower chamber.

Issue Update

The House Leadership is interested in bringing the AG Act back for a floor vote during July. This provides FRA with another opportunity to pass the H-2C provisions in the House that provides a reasonable solution to supplement our U.S. workforce to sustain forests and manage vegetation.

Issue Update

Over the last week, both the House and Senate passed their versions of a Farm Bill, the comprehensive legislation reauthorizing farm programs and rural development initiatives for the next five years. The current Farm Bill expires September 30.

Issue Update

This week, updates were made to H.R.4760 - Securing America's Future Act of 2018, which includes the Agricultural Guestworker Act. Due to the itinerant nature of forest work and the lack of definition in the current legislation, including a carve-out in the special procedures for our industry is important.

Last week FRA learned that the U.S. Fish and Wildlife Service (FWS) intends to initiate a 12-month study of the tri-colored bat in order to decide whether this species needs to be listed pursuant to the Endangered Species Act (ESA).

Issue Update

Chairman Goodlatte (R-VA), Rep. Labrador (R-ID), Rep. McCaul (R-TX), Rep. McSally (R-AZ) introduced H.R.4760 - Securing America's Future Act of 2018. While this legislation has a narrow scope of immigration, FRA has worked with those putting together legislation in the House, and we were able to make sure the Agricultural Guestworker Act was included.

Issue Update

As you know, FRA has been working on legislation to include the entire forest sector in a new H-2C visa program replacing H-2A. Chairman Goodlatte (R-VA) has been leading this effort with his Agricultural Guestworker Act (AG Act), which passed the House Judiciary Committee in October.
