As September comes to a close, our thoughts are with those that have suffered from Hurricane Florence and we are hopeful that conditions improve for all that were impacted.
POLICY RECAP

AG and Legal Workforce Act (H.R. 6417)
Our advocacy efforts in support of the AG and Legal Workforce Act (H.R. 6417) continued at a rapid clip in September with the FRA team and our members reaching out to Members of Congress to cosponsor this important bill. The legislation currently has 110 cosponsors. FRA has been identified by key Capitol Hill staff members that are managing the bill as being particularly effective in the cosponsor recruitment effort. Despite our best efforts working in conjunction with more than 200 other groups that support guest worker visa reform, it does not appear that the House leadership is going to call a vote on the bill before the House recesses at the end of this month. This is a disappointing development; however, FRA is looking opportunistically at the regulatory process for potential progress on guest worker reform. The Department of Labor is expected to roll out a series of regulations in the coming months that will pertain to the guest worker visa program. We will be working with DOL in this process to seek needed changes that will allow our sector to have access to this critical workforce pool.

Appropriations Bills
In other areas, Congress is expected to pass this week a package of appropriations bills that will include a provision funding the government through December 7. This package does not include the FY 2019 Interior appropriations bill which covers funding for the Environmental Protection Agency. The provision in existing law which directs EPA, DOE and USDA to recognize the carbon neutrality of forest-based biomass energy will be extended as part of this action, but permanency language that FRA has been advocating for is not included and will be addressed after the November election.

ESA Reform
FRA submitted comments in support of the administration’s proposed rules to modernize the Endangered Species Act. The proposed rules provide clarity and consistency of ESA implementation across all agencies. The proposal would additionally improve the interagency consultation process which currently is time-consuming and often delays project implementation.

Last week FRA’s Western Region held its 2018 Fall Meeting in Olympia, Washington. The region planning committee has a long-standing commitment to content, collaboration and networking. This meeting saw over 90 people come together to discuss the forest industry, network, and learn from seventeen presenters over a two-and-a-half day event.

A Balanced Industry is a Stable Industry

Sawmills in the Northeast (and almost everywhere else) are enjoying strong markets. I know that markets can and do change quickly, but right now the mills I talk to tell me that they can move all the softwood and hardwood lumber they saw, and that they’re buying lots of wood and making lots of lumber.
