FRA’s Appalachian Region to Meet in Chillicothe, Ohio
Registration is now open for FRA’s Appalachian Region 2017 Fall Meeting scheduled for September 20-21 in Chillicothe, Ohio. As always, the content-laden General Session includes relevant presentations on current topics including forest industry policy and regulatory issues; trucking safety, insurance, and record-keeping; and a loggers’ issues panel. The meeting also includes a Forestry Field Trip to tour Glatfelter’s Chillicothe pulp mill woodyard, its Piketon log merchandising yard, and private stave and cooperage mills near Jackson.

Powassan and Other Tick-Borne Diseases
Ticks have made headlines in recent years with seven new tick-borne pathogens having been discovered in the U.S. since 2004. The latest is called Powassan, named after the municipality in Ontario where the illness was first identified in 1958.

New Hampshire Passes Law to Support Biomass Plants
In July, NH SB 129 became law. This legislation, strongly supported by the state’s forest industry, provides an increase in financial support for 6 of the state’s biomass plants. With no paper mills in New Hampshire and a shrinking market for low-grade wood in the Northeast, biomass electric plants have become an increasingly important outlet for loggers, landowners and sawmills.

Maine Biomass Plants Look for Sustainable Future
Maine has 6 stand-alone biomass electricity plants, 4 of which received state funding a year ago to support continued operations. Given relatively low wholesale electricity prices in recent years, coupled with changes in the regional policies that support operation, these plants are now scrambling to find new users of steam to co-locate. Finding such steam hosts would provide additional revenue, and presumably keep the plants operating, but finding a large, year-round user of steam in rural areas isn’t easy.

Maintaining the Infrastructure Maintains Opportunities
In 1999, New England and New York had 17 operating pulp and paper mills. Today, there are six. Much has been written about the loss of these markets and why they disappeared. That is not today’s discussion. This post looks at something else: the infrastructure that developed to supply these and other mills in the region, presenting opportunities for new industries to emerge.

ELDs (Electronic Logging Devices) are mandatory beginning December 18, 2017
Federal Motor Carrier Safety Administration (FMCSA) has passed rules that will require all drivers of a commercial motor vehicle (CMV) over 26,000 pounds gross vehicle weight rating (GVWR) to use an ELD beginning December 18. The rules apply to all drivers operating on U.S. roadways even if they are domiciled in Canada or Mexico. If the driver is using automatic onboard recorder (AOBR) prior to the implementation date, they have until December 16, 2019 to comply with the rule - provided they continue to use that device.
